Is increasing disparity among public & private schools a threat to inclusion and heterogenity? What sort of controls or systemic changes needed to overcome this situation in the competitive era in 21st century?

Yes.Good question. Obviously private sectors won't care about inclusive education. They are profit main sectors.so clearly its the responsibility of the government for inclusive education. 

Aldo we are assigned for service.

Those who are caring service can only be shower caring service on needy. 

So clearly public sector is the one and only place to serve cwsn

The private schools also need to follow the guidelines issued by education department, and hence take steps for implementation of inclusive education.  The quantum of work done by them may vary but they are making their contribution.  

there exists many schools in the mainstream, with their own mechanism of providing therapies, recording facilities of audio books etc.

No doubt public schools under Govt. need to take proactive steps for making inclusive education a reality.
